How to lose inches


What is the safest rate for an adult to lose inches around the waist?

My husband is 32 years old and @225 pounds. He is trying to pass a military body fat taping. He is currently at 41.5 inches around the waist and needs to get down to 39.5 inches. What is a reasonable rate to expect the inches to come off around his waist without adverse health issues? Keep in mind he works out-running, sit-ups, push-ups, etc.
